Ok, so as far as I know, you have yet to finish any threads really that would merit any type of advancement to a Master skill. As one does not just punch someone and become stronger. I could see how Hakuda would go up, but not strength. So as for right now I'm going to deny all of this and ask that you reapply once you finished 3-5 good threads or 2-3 excellent threads where your character was pushed beyond his limits.
The following is an excellent example of how Upgrades should work and be defined as:

This was done by Frost, and as you can see he put in a lot of effort in order to achieve the tier and Master skills that he has acquired. With over 50k words in his threads but together for this single character. While I understand not everyone is capable of such things, it must be understood that these are plot heavy threads that have been held over the past one and a half to two years. So being that our sight is in real time, it would be rather odd for a character that has just been made to rise from 2 to zero tier in a mere month and a half and obtain some Master skills in the process.
I ask you not to get the wrong impression of this, and let it sway you from continuing on your journey to getting 0 tier, but as it looks right now I cannot 100% say that Romulus Bison is ready for such things, IC.
