Comments/Notes: The reason I'm letting Hakai keep his tier is because this is still a quality application in my eyes. Furthermore, Kyle has worked hard to get him to the level of power he is since he is a historic character that put in the work and had a large impact on the site. Therefore, I see no reason to de-tier him and I will allow him to keep his tier unless he wants to volunteer it away.
