Minatumi City itself sits about 60ft under sealevel, since the real city was ripped out from the ground and what is modern-day is the underground slums. Though there are a lot of new buildings about the place, it doesn't really have districts, so much as a large conglomerated chunk of City with condemned buildings being pulled down and new apartment blocks being built in their place.
