Cero believed that even in the darkest days a light shines even as it lingers there alone, if he was to look at that picture he looks at it and knows that from light stems more light, to which spreads, and pushes back the darkness of the world. That was an interesting way to also look at the name for this city, a gathering around a spark that has caught on to produce new lights and grow flames. The Hohl Arquero, looked a the spark that made this new city and wondered what kind of flame was formed here, would it be a flame that followed a path towards growth, power, or a more ambitious means. He could only hope that it is a more beneficial movement and ascension than a harmful one. He was not a being that intended to directly lead the quincy people, but he didn't want to see them fall apart either, he had the things that he considered an obligation, he felt it was well within his capabilities to try and preserve the freedom of the quincy race, he did not however feel obligated to lead them, and especially given the circumstances of the moment that he did seize a bit of power, he would never lead anyone to their death, leaving them anywhere close to the gates of the afterlife.
It was nice, when the first person to meet with him had arrived, it appeared to be, a person that was once referred to under the same title as Hulderic, a man that Cero was a tad wary, of but more so, interested in all of the actions that he has taken in leaving and tearing down the position of the Quincy Emperor. These were the things that flashed through his mind, as the man introduced himself to Cero, which made the Hohl Arquero raise his head in attention to the one now before him, and he gracefully said. "You can most certain take a seat, after all, I invited you here to meet with me."
He would have said and directed his hand and arm to the chair around the table that Ghislain was closest to, offering for him to sit there. It was in the moment after that the Quincy before him explained that it was through the memories of Hulderic that he knew of Cero's existence, and of what he has done for the Quincy race, on top of the more public knowledge about him. It was also however, in these moment that he was finding himself tracing back to memories that didn't belong to him, like he has so many times and moments in his life. To know that the man before him was one that existed in those memories had spoken waves to him, when he became aware of this man's existence, but of course there was the great deal of time that was now blank between when these memories ever existed and the present day, it has technically been over centuries, he would try not to play it off as he already knew the former emperor, but at the same time, familiarity, is something that is very difficult to get rid of.
The next thing that Ghislain explained to Cero though came to him as a bit unexpected, but also peaked his curiosity, as he listened and would mention with a bit of concern after he was done talking as a response. " I'm not exactly sure what I can do to help you or this person, but if this is something that you feel will effect the future of the Quincy race, I'm all ears on any suggestions you might have."
It was after this that Cero took another drink from his cup as he tried to keep himself calm as he knew that the other guest to his little gathering was due to show up as well, and he did not want to start off the introduction between the two of them on something that he had little clue of whether it is a minor conflict or a crisis. " Could you tell me a bit more about this individual and the situation that they have put themselves in?"
He would ask of the former Quincy emperor. Recall was in process of his mind of only two quincy that have ever tried to endanger the entire race, those were both ones that held enormous power, and with what was being described, it sounded like this person was trying to gather and harness more power and authority. Cero would not allow such a person in to a position of power, until things are figured out and he would probably go as far to squash any of their chances of advancing forward should they be a very big predicament. Cero placed his cup back on the table as he would look as sincere as he could in listening to what Ghislain had to say about what has occurred if he would. After which, Cero would breath deeply taking it all in to his mind, in the massive space that held memories of beings long past. It was also afterwards that the final guest would step into the view of Cero's perception in this city of lights.
Niflheim was an individual that was taking lead in this city and among the Quincy race as a whole stepping up to the head and leader of the Vandenreich. In his eyes, she is one that has earned the respect of the race greatly to act in place of what was once held by the emperors alone. While she had done nothing to offend Cero or lead to him taking any ill intent towards her, he was someone that he has long decided would be held within his sights for he did not want the Vandenreich to be restored, but rather something new to take root. This was not his decision though, but with coming here he wanted to make sure that the new leader of the Quincy was as pure in their intentions as their blood was. He hoped that she would be a person that was very reasonable to deal with at the very least, as being a diplomat, he has had his share of people that he has come to work with when it comes to words, and when it comes to them, it can be so easy for one to reject them and not listen at all to what the speaker is saying, sure one can hear, but that is clearly not listening at heart.
Before she had spoken to Cero, and as she was still just arriving he spoke very clearly to her, being very calm in how he spoke and very eager to speak with her though. "I'm glad to see that you were able to make it, Nifheim, please join us at the table."
It was after this point that after his warm welcoming that he heard what Nifheim stated and the point that she was making that Cero came to this city with an intention in mind, which it would be lies from his mouth to say that he didn't have something or another that he wanted to accomplish so he he took a few moments after she was done speaking to respond. When she spoke Cero did not change away from his calm and serene demeanor, and it continued into his response with soft words. " I will be quite honest, I come here not on the regards of the Kokuryuteshi Realm, or on the Behalf as a leader of the Yayjuu, I come for the part of my blood and body, that lay linked to this city, and in a way the organization that you currently rule over. It lays in the past that I turned away from this organization and I apologize for such but given the state that the previous emperor, Hulderic, left the race and organization, I really wanted nothing to do with it and I wanted that vision of the Vandenreich disbanded the Quincy people, to find a new way.
He explained in response to what Nifheim had said so far and would turn to Ghislain, but ultimately try to be looking and speaking with the both of them as he explained. " I called the three of us together here, because while our position may have changed and we are split in how we wish to take things with the Quincy race, I want us three to come to an agreement or more so an understanding on what the others want to accomplish. I have heard many thing about the both of you and your recent actions have said waves about things, but I want to be very direct, for there is probably many things you have heard or seen about me as well."

Finally his gaze would shift to only Nifheim once more as he directed one final statement. "While I did turn my back on the previous Vandenreich, I will consider your organization for all intents and purposes to be different unless proven otherwise, so please do not worry that I will hold you accountable for anything that the ones before you have done, but I hope that you will keep the Quincy race, and this organization on a more peaceful path."
This was his closing statement and he would allow for Nifheim to respond or otherwise Ghislain could say whatever was on his mind to the other things that Cero or Nifheim said.
