The Rukongai had already begun to change. Julian, despite the work that he had for the Kido Corps, spent as much of the time as he reasonably could assisting in peaceful change. He was, after all, one who had spent a great many years among the citizens. Though many of the Greater Future Coalition refused to ally with him, many more were willing to lay down arms. After all, their dream had been a republic, that their voices be heard. That dream was now realized. What more had they to fight for when they could build a better life?

Still, he had other motives for visiting. An empty lot which had remained untouched for two decades now, small pieces of rubble and burnt wood still sitting here and there. Julian had not visited this place in a long while now, and that thought made him feel the faintest bit guilty. But he could not afford to reminisce on these things. It would do her memory a disservice to keep holding onto it that way, when he could work toward something more.

"...Well, Julienne. I have done my very best for you. Papa has gotten a bit sidetracked, but things are becoming brighter. I think you would be happy."

He didn't cry. He didn't want to cry, he couldn't afford to. Remaining resolute was key in this now. Julian had a future to build, and he would not let his own emotions weigh him down. But he would never deny his past, either.

What was she supposed to do now? Everything was falling apart and she didn't know what to do. How could this be a thing? This wasn't supposed to happen.

"Ju- Julian?"

She stared at him, having sought him out for the first time in a long one since he went undercover she coughed. She looked distressed and to say she looked a mess was not

"Where is everyone? Everything is falling apart... I- I don't know what to do anymore?"

That was...not a voice he had anticipated. But he could not say that he was unhappy to hear it. After all, Julian had cared for every one of his fellow citizens, and Minerva was no different. Perhaps he cared for her just the faintest bit more than most, given the regularity with which they had worked together.

"Some have applied for the Sakutaiso that the Captain Commander has put into place. Others...others have held to more spiteful notions."

He looked to the woman with quite genuine concern, and held his hand out to her as he saw the distress she was in. It wounded Julian unfathomably deeply to see her in this state.

"I swore that I would change the Rukongai, Minerva. I swore that I would help you. I will keep that promise, if you will simply stay by my side."

She looked at him with the same expression she had from the first time they met, fear. Alone and close to death, aside from being close to death that was exactly how she was feeling right now. Alone in the place she felt so familiar with previously.

"What's there to change Julian!? We're pointless now, people don't need us."

Taking his hand but still looking pained, her eyes were closed in frustration, grief and finally weariness.

"What do I tell the people that rely on us? The girls that rely on me, now that they are faced with every sacrifice of their flesh and dignity was for nothing? What do I tell myself? I don't want to run a brothel or exploit these women, I already asked this much of them for a greater purpose."

"We are not pointless, Minerva. You are not pointless."

Julian held her hand tightly, wanting fully to convey that she was not alone. He would support her, as he supported all fellow citizens. She deserved to understand that she did have value, genuine value.

"That purpose has not changed. I..."

He thought quietly for a moment, considered that what he had been about to tell her was technically highly classified information. Did Julian wish to tell her? The grief he saw in her eyes answered that question for him.

"...I have the ear of the Captain Commander, Minerva. The information you have gathered, the corruption and the sin of those countless shinigami who have treated the Rukongai as nothing more than a sandbox, all of that I can relay to her, and ensure that it will be acted upon. I will not let their sacrifices be in vain. I will not let your sacrifice be in vain."

She was ready to insist it was still pointless, she had no idea how this was salvagable but she wasn't rude, especially not to Julian and when she heard him finish she looked at him with a smile forming before she pulled him into a hug.

"...That means a lot to me, Julian. I'm sorry, sorry that I doubted you like that. I'm so foolish for worrying."

Julian returned the embrace without hesitation, holding the woman tightly in his arms. He wanted her to understand, as absolutely as he could convey to her, that she was important, that she mattered.

"You need not apologize to me, Minerva. I understand, truly I do. Your worry is justified, and I have...well, I have had much the same worries. The same concern that all I had done was for nothing. But that brighter future will come. We will build it together."

As she listened to him speak and reaffirm his promise she leaned into his chest, she missed this feeling of safety he gave her. Ever since he had left to the Gotei United everything felt like less and to have him close like it was right now filled her with warmth.

"Julian."

Every part of her being told her to not say it, all the rationale parts of her mind and body screamed but they couldn't yell over the heart.

"I love your goal and will forever support you and if I am to be left here again while you resume your duties in the Gotei United like before then before you I want to say something before you go in case something happens."

It was something she had to close her eyes to say.

"I love you, I always have."

Of all the men she had been with in her life to comfort or pleasure whether for the sake of duty or not, none of that compared to the feeling his presence gave her after he saved her from a hell that was laid out for her.

He had heard so many things in his life. Yet, Julian had not heard anyone speak those words to him in...

20 years. It had been 20 years since he had been told such a thing. He had clung to that love as his entire world, held it as everything he ever believed in. It occurred to him in this moment that he had never once considered what anyone else thought of him. It had not mattered to him in the slightest, and Julian held her all the tighter as it struck him just how long "always" had been for the two of them. Her love was no less valid, and yet he had never so much as thought of it as anything more than a measure of her loyalty.

In that moment, Julian wished that he could wring his own neck.

"...Come with me, Minerva. I will not leave you alone again, not ever again. That is my promise to you, held with every bit the same weight as the first oath I made to you years ago. You- ...Minerva, please, marry me."

He did not know if he loved her in the same way that she loved him. He did not know if he was even capable of that. But he did know that none other had been there to support him as she had, that none had loved him as she had. And to know that he was loved, to know that she held him in such a place within her heart, made Julian unable to help but cry. To be loved...he could not begin to describe how livid he was that he had denied it this long.

"My everything will be yours, Minerva, that you may never worry again. My home, my knowledge, my dedication, even my soul itself. I promise that every fiber of my being will exist to give you the life I have promised you."

To hear those last words, every other thing he spoke she was happy to hear and felt her heart racing but the last part brought tears to her eyes and they didn't stop as they were as dedicated to expressing her joy as much as she was dedicated to him the entire time.

"Yes... Yes. Nothing would make me happier Julian than to be your wife."

All the days she had endured before she met him, the hell of a world she thought she was trapped in. She remembered vaguely the shinigami telling her she would be going to a better place before he tapped her forehead and sent her here, only to be met by a living hell.

She was wrong though, she had actually been sent to heaven and all that suffering didn't matter. It was all just leading her to him.

"I don't need you to give me that life Julian, you have already have and I want to help you create that better world. Your dream has always been my dream Julian."

After saying those words she pulled away and showed her tears of joy to him, who cares if he was supposed to bend a knee to propose. That gesture meant nothing to her, the kiss she leaned up to press upon his lips already meant many things more than what that would've done.

Minerva savoured that kiss, it had been so long a waiting thing that she never wanted the moment to end. In this place that was a sad memory of his she wanted to not replace it but take away the sadness of this place.

So once more she said it just one more time to convince herself this moment was real.

"I love you... Julian."
