Okay, I guess I have no choice but to wait it out tier wise but what about the skill upgrades?

There is a limit of 3 upgrades per character per 3 weeks, period. Pick 3 upgrades total, skill, tier, or otherwise, and those will be approved.

However, you will be on a trial period to make sure you don't do anything funny over the next month or so. Should you otherwise abuse this tier, we'll refund you the cost it took to get to 0-2 and you'll have to achieve it another way.
