Reasoning: Tessa is a powerful combatant, one who relishes in her battle capabilities. This, along with her great Kido capabilities makes for her to be a good fit for the Kido Corps imho. Also, she has clearly shown herself not to be fit for Internal Affairs, where she currently resides (it might say she is in covert ops, I have no idea why. She was approved for internal affairs, and covert ops makes even less sense for her) Thus requesting this switch.
