I. Personality» Personality:
Tomoe, in short, is a whimsical, teasing, smug woman who mostly finds amusement in observing events from a distance and teasing other people. She is playful by nature and that often shows very early on when she meets other people. That doesn’t mean she’s explicitly just a tease. Tomoe has seen enough and experienced a wide variety of things that when she’s not teasing she can spout a fair amount of decently solid wisdom. She is by no means the wisest of men, but at the very least her wisdom is based on experience rather than just recitations from a book.
In her spare time, Tomoe either writes, researches, trains, or reads. She is a simple woman. Or, at the very least, she tries to be. It’s not her fault the eldritch god equivalent of a computer data center decided to pick her as its vessel for experiencing human life. The two of them are fairly detached, as she experiences her normal life without any form of interruption, but she occasionally gets requests from the entity to go somewhere it knows something is going on just so it can see what that thing is and feel Tomoe’s reactions for itself. Other than that though, it treats her as an equal, and she does likewise.
Being the assistant of an eldritch deity isn’t the most easily explainable thing. As a result, Tomoe is used to garnishing the truth, dancing around it even. Not everyone needs to know about it, and not everyone would believe her anyways. So more often than not, she ‘conveniently’ hides the truth so as to keep others from questioning something they don’t need to know about. She doesn’t like lying, but she doesn’t like telling the truth either, so she does her best to find a convenient in between.Mugen:
The eldritch entity that exists somewhere in spacetime and sees the world through Tomoe’s eyes. It rarely influences her and Tomoe doesn’t feel anything. Often times, she forgets it’s even there. But it is, and it’s constantly watching everything she does. In fact, it’s been watching her before that, even. Everything she’s ever done, said, and it’s watched everyone. But it cannot feel too much out there wherever it is. Emotion is prompted by stimuli, and it cannot feel without experiencing something. But the cold expanse of space is empty, leaving it with nothing to make it truly feel
. So it watches through Tomoe’s eyes, leaving a little bit of itself in her soul so that it feels what she does. It communicates with her occasionally and asks her to go witness something for it to feel using her as a medium, but even that wasn’t enough. So it infused a piece of its soul in her Zanpakutou spirit, morphing its personality and mind into something it could use to witness even more when Tomoe herself wasn’t doing anything interesting.
In actuality, this eldritch being is basically a primal entity who desires to simply be entertained. It doesn’t want anything else. Mugen’s desire for constant stimulation is childlike to Tomoe, but she can’t help but be curious herself. Mugen did, after all, pick her because they were like minded individuals. That’s why she puts up with it. Because she, too, seeks near constant entertainment. Only when she’s drained emotionally does she settle down and simply relax, but even that takes a while.
I. History» History:
Tomoe's afterlife for the first two hundred years was rather simple. She was born into a middle class family, became a shinigami, and worked as a member of the Gotei. She was fairly normal with a normal life and normal friends.
And then an eldritch God stepped in and fucked it all up.
It came to her in her dreams, visualizing itself as a brain covered in endless eyes that all stared down the essence of her very soul. When it spoke, there were no words. Just thoughts and intents that filled Tomoe's mind. It was as if it was thinking for her rather than inserting thoughts from itself into her. Ideas of a library made of synapses rather than books. All it wanted was to know things, and her realm was one of its favorites. She was being chosen because she was similarly curious, and the being knew that. Even if she was fairly boring as a person, the entity knew that if it pushed her just a little bit in the right direction, their interests would align better than with any other person. All it wanted was to watch her, the world around her, and do it all through her eyes. She wouldn't change, but it would be peering through her eyes every now and again to witness her life and to feel what she felt. It could not feel like her, so it needed this communion in order to experience this new sensation and add it to its collection of knowledge.
Tomoe could decline, but she didn't feel any hostility or underlying threats from this being. She had no idea what it was capable of or what it could do, but just feeling the way it toyed with her brain on a whim set off her fight or flight. And yet whatever it was, it wasn't being inherently hostile. It was simply curious. And so out of morbid curiosity and a desire for at least something
more interesting, she accepted. The being squirmed disgustingly in delight, and then Tomoe awoke.
Standing above her as she awoke was a fox woman, bright pink hair and knowing smirk pulled across her lips. She would come to learn that this was both a part of the being she had met, and also her new zanpakuto spirit. This fox was a being instated by the entity she had dreamed about as a way to watch her and the world she lived in. Tomoe would experience life as she did and occasionally be called upon when the being found something for her to interact with, and her zanpakutou spirit would watch. If Tomoe found herself in trouble, all she had to do was call out her name and she would come.
This explanation left the poor shinigami reeling in confusion, but before she could process that information her spirit was gone. And so was her zanpakutou.
Years would pass and Tomoe would grow distant with her friends, family, and the Gotei until eventually she left to wander the world. Not only was she required to experience new things, but her own curiosity grew and grew until she herself became interested in simply observing. The more she observed, the happier the entity, who she began calling Mugen, would become. And the happier it became, the more powers it would give her. That was never part of the deal, it just decided one day to start giving her strange and unique abilities to see what she did with them.
And with these powers she became more capable as a warrior which in turn allowed her to witness more dangerous and even exotic events. Yet still her role as a Shinigami was never forgotten.
So far in the hundred years she has spent as an observer for Mugen, Tomoe has wiped out a small civilization of Hollow hiding away in a nest on Eartg, witnessed WW4 quietly much to Mugen's childlike glee, observed the continuous evolution of the human race including their ever evolving technology, and watched as demon influence slowly waned and finally detached, in some cases literally, from the rest of the worlds. She knows plenty about these things just from watching, though the fine details are of course lost on her given she's just an observer.
When she wasn't watching things from a distance or eavesdropping on conversations, Tomoe spent a lot of time exterminating Hollows typically, but not always, a few times a week. Both to hone her abilities, and because Mugen seemed to particularly like the flashes of purple lightning against the various environments of both the Earth, and occasionally the white sands of Hueco Mundo when Tomoe went to show it off to her God. Tomoe estimates somewhere around two hundred gillian over the course of 100 years, and several adjuchas, she's fought and slain all but a few that she's met. It still was her job in the end, after all. Despite distancing herself from the Gotei, this was one of her primary ways of passing time when there was nothing interesting around to stalk.
Now she wants to get back into the Gotei in anticipation of something interesting potentially happening. Even if nothing does, she's content to learn about all the changes and the people who are in charge of it now. Her deity agrees it might be interesting as well, and so with the encouragement from her God, she seeks to repair her relations with the Gotei in hopes for something more interesting.

I. Racial Techniques/Abilities/Skills» All Abilities:Three Tongued Chant:
An ability gained specifically from the deity she communes with. It is the ability to speak three times at once, even with one tongue. The knowledge simply showed up in her brain one day. If one listens closely, they can hear Tomoe’s voice, her Zanpakutou spirit’s voice, and something darker and more sinister all speaking at the same time. This greatly increases the rate at which she can recite a single Kido incantation, or can be used to chant multiple incantations at the same time.
A single chant sounds like it's being spoken rapidly by multiple people, but the voice all comes from Tomoe herself. Multiple chants sound like garbled noise that permeates the brain if listened to too intently. It's not harmful, but it's a strange and uncomfortable prodding at one's mind.Kido:
Due to the whimsical nature of her Zanpakuto coming and going whenever she pleases, Tomoe needs a more personal way of defending herself. At the same time, she doesn't want to forsake her skill with the blade or spread herself too thin. So between Hakuda and Kido, she chose the latter. Originally coming from the Kido Corps in her early days, Tomoe already had a good grasp of Kido by the time Mugen got in touch with her. At the same time, she needed to become more self sufficient as she grew distant with the Gotei. Every day she would practice and try to learn something new until it was ingrained in her mind well enough to test it out in the field. She has very few special kido, only about two, but that's more because she's content with that amount than it is a limit of power or skill.
This culminated in her becoming proficient in both Hadō and Bakudo. Hundreds of years of practice has left her able to cast Kido up to around 50 with competence, memorizing the incantation for many of them as well.Shunpo:
Another technique she practices to eventually master. Raw power only gets you so far, and only having one skill merits very little. So she practices Shunpo as a secondary skill to give her more edge in battle. She's not super skilled in it, but she's above average regardless.Zanjutsu:
Tomoe makes it a point to practice Zanjutsu every few days at least. Her two most valuable strengths are her Kido and her Zanpakutou. So in order to not fall behind on her swordsman skills, she will summon her zanpakutou back to her and train for at least a full day a few times a week. In reality, she doesn't often need to use her Zanpakutou to fight so much as have it around to use for release states for the powers she gets. She's a very flourishy type of swordfighter, and her skills are very competent, but overall she takes a more mage centered role in combat. Her zanpakutou powers and her skills in Kido dictate as much.

Raikitsune no Miko, or just Miko when speaking to her personally, is as whimsical and attention seeking as Mugen himself. Not getting what she wants is annoying, but it is what it is. She’s cocky, smug, and even more teasing than Tomoe herself. That’s where she initially got it from, after all. It was just reinforced in the end. She has a constant drive to discover new things and seek new wonderful and tragic things to observe. Whatever will make her feel. She is aware she’s been influenced by the same entity influencing Tomoe, but for all intents and purposes she is still mostly the same that she would have been without that. So in the end, she doesn’t really care.
She wanders the world without Tomoe, teleporting to her side no matter where she’s at. Through realms, across the world, she can teleport to Tomoe’s side whenever she’s called, but that’s the only place she can teleport to. It’s because of Mugen that she can.» Sealed Zanpakutô Power:
While sealed, Raikitsune no Miko is a whole autonomous person. The spirit is allowed to roam freely, is completely immortal, and is fully detached from Tomoe as a person. However, due to her being a small piece of Mugen, and Mugen valuing total secession from the things it studies, Miko does not and will not fight. If she is slain, she reappears. If she is erased, Mugen lifts her from the timeline the moment before she died, and places her back in after she would have been slain. Even as her corpse is still laying her, she will stand tall over it and smirk her signature smug little smirk. She does hold her sealed zanpakutou form at her side and can hand it off for Tomoe to use, she as a spirit is still bound to it and cannot live more than one hundred feet away from it, and she can recede back into her and Tomoe’s shared spirit world, but she does not need to be around Tomoe.
For all intents and purposes, Raikitsune no Miko is a totally pacifistic sheetless NPC. She cannot and will never do combat, but she also cannot be killed. Just like with any Shinigami, her blade can be broken, and she will vanish temporarily, but if Tomoe gets a new Zanpakutou then Mugen will reinstate Miko as her spirit once more.

Observe, Raikitsune no Miko» Shikai Release Action:
Since Raikitsune no Miko is usually somewhere completely different, releasing her is actually more along the lines of a summon. After calling out her release phrase, the hilt of Raikitsune no Miko appears from Tomoe's chest just above her cleavage. She then grabs it and performs a quick form of iaijutsu that cleaves through the space in a perfectly 2D vector within a 3 meter wide 1 meter long space front of her, severing the space itself and anything it was containing while summoning a curious eye of Mugen who is simply interested in observing the damage. Raikitsune no Miko can only perform this attack at this moment of initial summoning. She cannot perform it any other time.» Shikai Appearance:

Tomoe becomes capable of discharging mile long purple lightning bolts twice per post. After pointing her finger, palm, or any limb in a direction, there will be a brief crackle of purple lightning at her fingertips before she fires lightning in the direction she is aiming. The lightning moves as fast as real lightning and hits as hard as a full incantation Byakurai, but she can only do it twice per post. Consistent use throughout a thread will result in her body retaining too much electricity, keeping her muscles numb and fucked up. This takes about five posts.Kitsune:
Tomoe can summon up to two agile, mobile kitsune of average size that are made of lightning to chase down her foes. They can get a mile away from her at most before dissipating, and at half a mile their speed is reduced by half. At max they can reach the speed of sound. Upon reaching someone, they attempt to bite into them so they can release a jolt of lightning equivalent to a level 40 kido. They are completely autonomous as well.Shibire (Numbness):
Tomoe’s blade is inherently charged with lightning. Any strike she makes against a target, living or not, pumps electricity into them. This is also applied by her other lightning based Shikai techniques. Taking too many hits will numb a living thing’s muscles, but said thing would need to take several hits at least before such a thing takes effect. A bigger person requires more hits where a lesser person takes less. Their durability and personal lightning resistance they might get from abilities is also taken into effect. For a normal sized person at the very least, with durability of Advanced, it would take five hits. Whether it hits them is what matters the most, regardless of protection, she will eventually paralyze at least the part that she hit, preventing it from being used for three posts.
If a target is hit with four to five Murasaki no Inazuma, this effect is also applied.Hakai (Destroy):
This ability only affects someone under the effects of Shibire. Once a part of someone’s body is sufficiently paralyzed by Shibire, Tomoe is able to use this ability at any time. It effectively amplifies the amount of electricity in a person’s body by five times, turning it destructive and frying them from the inside out. She does not need to touch them, just be within one hundred meters.
