The presence of the gotei was much appreciated but the simply fact was as she entered she would see the General standing facing out towards his fleet. Before he could even properly acknowledge her she would hear a smooth tenor speaking orders calmly, as the world above them was torn asunder by demonic forces. Hellish comets sought to wreck havoc upon his fleet, one might wonder what the man had planned to response. Thus the gotei represenative would see something almost chilling, a calm which was uttered with pure tactical prowess.
"A valiant play, but ultimately pointless."
Those words would leave Atlas lips as some more words where spoken, in that time frame she would feel the collective might of the navy band. It wasn't like individual units acting in sync, no it felt like one massive wave which exploded forth from the earth and the seamen. To see one action performed as a collective might simply tear asunder the comets and the debris they sought to bury their fleet in without breaking a sweat- it reaffirmed the level of tactical prowess of Vastime.
Vastime was organized, they had a plan for nearly everything. And it would pay good to not underestimate them. But his back would turn to the scene, heterochromatic eyes flickering to a radar which displayed multiple blimps. Warheads. It would take some time to respond, but in that moment the general could rely upon the conventional tactics of Vastime to neutralize them. Instead now the gotei representative had his attention.
Thus he listened closely to what she said, a smile on the man's face. Gloved hands rested against a table which displayed a holographic map of the territories around america including accurate location readings of the warheads and predicted hits. He'd make no move as to convey his true feelings, instead a warm smile on the man's face to hear her words. It was his time to speak.
"Noble intentions surely, to help a people ravaged by chaos. To establish order. A just cause for an organization committed to balance." He'd rephrase in his own words, a response to the gotei intentions. "But you must recognize that you seek to impose a foreign will upon a country which for years has been dominated by other foreign investments. I must point out the irony of your intentions: You wish to restore a nation that once prided it's self on it's indepedence of which it fought and bled for, to it's former glory whilest stripping them of the very thing they've lost for years."
His words where not accusatory but more of a matter of fact, that in the face of this danger the gotei did in fact seek to do that. As a man who grew up in America, Atlas understood all to well that even with good intentions the denizens of the nation would simply see a new oppressor. His blue and hazel eyes seem to gaze at the woman with candor, looking over the map before a red light placed over a city of America occurred.
"As it stands a Gotei representative by the name of Tatsuya has cause a problem on the main land. We've refrained from interferring as to discern your intentions with him, the nation and the international community will expect some type of address." Atlas simply could not let that problem go unanswered, in fact he could claim ignorance to the exact structure of which the Gotei dealt with such problems. But for a frame of reference, he'd speak softly to her.
"We can affirm we shall not fire upon the gotei, but if you intend to do as you say we will be walking a fine line. Vastime, and earth, cannot condone another foreign organization on the earth. Even now as my king fights the thrones of shadowfall in Karakura, and my forces amass upon Europe- we are fighting to throw one foreign invader off earth." He'd take a heavy breath, surely she could understand his point of view.
It was all too clear that Atlas opposed the idea of another otherworldly coming upon his planet, and it wasn't unreasonable. While the Gotei sought to repel shadowfall they where once again using Earth as a staging ground for their own intentions. What happened to those imbetween seemed to be irrevelent, even with their good intentions they would never restore the nation to it's former glory if they imposed their own 'bases, infrastructure, and defenses.' Thus the man would tap the table once more.
"You wish to for us to not bicker, and there is a war to be fought. But compromising the values of this world for a swift end will not work. I can assure you we do not wish to engage your forces with hostility, but I urge you to reconsider for the sake of the prosperity of earth- and because of the past cooperation between our people."
With that he'd turn to look out the window, as his fleet had fully mobilized their defenses.
"I believe you should ultimately defer authority of continued campaigns to Lux Orior, you've made impressive strides on the American front but one must admit conventional warfare is needed now. I will be relocating to manage to European campaigns but we cannot relinquish complete authority of the American front to the Gotei; cooperation and coordination is welcomed. Vastimian forces will remain, as will Lux Orior forces."
The man would hold up a gloved hand closing it into a fist slowly, as if to reaffirm what he said. But as he did so he'd point a finger at the giant window, as Vastime deployed their defenses. It was barely able to be seen, but the shimmering of blue and slight distortation around them made it all that clear- some type of defense system.
Along with the extremely loud noise of missiles deploying from the huge naval blockade, nowhere powerful enough to sink cities. Instead they where easily deployed to preemptively explode the warheads.
"Forgive the noise. But I will summarize all I have said. We shall not fire upon any of your forces provided you give us their locations, I will relocate to Europe to stage the european campaign. But Vastimian forces and most of my Navy shall remain, for as much as your blitz has made- you have been met with a stalwart defense now. As for after the war..."
He'd pause.
"It's best you relay what I said."
