What Are Legacy Claims?
☆ Legacy Claims are face claims that NEVER expire. Even if a character is retired, they will never be removed because they have had an essential impact on the site's timeline/plot. To give an example, in the case Shaidn Yuudeshi, his face claim would never be removed because he's been so invested into the site's history, it would not make sense for someone to have his face claim. Therefore, you can get a jist of how these work. They are essentially the PH Canons.
How do I get a Legacy Claims?
☆ I mainly determine how people get Legacy Claims based on having the most knowledge of the site, an understanding of the site's history and which characters have left the most impact here. However, I will allow people to apply for Legacy Claims in this thread if the foundation of the argument for them to be added to this listing otherwise makes sense to myself. This will be added at the bottom of this post for your usage.

Legacy claims now expire if the person leaves the site. If a person is banned, their legacy claims expire as well.

Alright, in terms of Moose, I'll go ahead and approve Clarie because she has already been established into the site for as long as I can remember at this point.
As for Nozomi? I'll probably overview her for the duration of the year and see where I am with her in 2014 as I feel she is almost there, but not quite really. So I'll come back to this in Jan or Feb of 2014 to see if I'll add her to the list depending on what goes down with her from here as I don't really feel it yet.
